Well; I'm not sure if it's netbeans or pulpcore that does versioning -
but in either case I don't know how to. Is there an easy way to ensure
the user has the latest resource zip + jar without having to download
anything like subversion or using something confusing like cvs?

Hmm I'm not sure I'm totally following, but the best way to make sure the user has the latest release is to put the version number in your app's jar and zip
app-1.0.1.jar
app-1.0.1.zip
This is automatic if you use the "project" template
