Today (10/21/2013 @ 22:30 UTC) the Community rules md5 link
(https://s3.amazonaws.com/snort-org/www/rules/community/community-rules.tar.gz.md5)
is blank. So, when running PP, there is a loop.

Some error checking would be nice that if the md5 doesn't exists or
fails, it skips the rule. If it comes down and doesn't contain an md5
sum(32 a-z0-9) then ignore it and the rule. might stop the looping.
