Cannot put the ET rules in the dropped list

I am running PulledPork 0.7.0 with Snort and ET rules at inline mode with afpacket.
Some rules can be enabled and disabled. However, I cannot drop some rules even I included it in dropsid.conf, such as 1:100000864.
Any idea?
