Why is the Puffer KQED channel playing 9.2 and not 9.1.

Aha! Good catch. KQED was experiencing signal issues previously, so I switched to KQED Plus to test if that was a substream issue. Now the issues seem to have disappeared -- let me bring back KQED. Thank you!
