There are some Public Lab folks in Ottawa, see this project idea for studying water quality: http://publiclab.org/wiki/ottawa, I'm copying the author Haripriya here, as well as the mailing list for the northeast Atlantic region. This list includes folks in Quebec as well as folks in the US New England region. 

To your specific question about DIY bio, I have not heard anything specific. For a big question like that, perhaps you might like to email the main list? publicla...@googlegroups.com
