store the birthdays? What format are they stored in?

A simple AP with events like the following may work for you.
Sequential 100: Check for birthday in the next week
trigger: dbase expression
option: contact2->ubday-date()>7.AND.contact2->ubday-date()<14 (replace
ubday with name of your userdefined date field)
action: schdule activity
option: next action: send birthday card
Sequential 110: wait 14 days (this will avoid the same birthday being
scheduled more than once)
In the properties of the track select the following additional options:
Restart this process automatically
Attach this process automatially to all new records
