Prezenta lucrare de licență a fost realizată sub principiul transparenței. Din cauza faptului că îndrumătorul și coordonatorul lucrării au decis oprirea colaborării transparente, nu pot prezenta personal un rezumat ștampilat și semnat. Cu atât mai puțin nu pot prezenta referatul, pe care profesorul coordonator are responsabilitatea să-l realizeze. Aceste lucruri țin de altfel de responsabilitățile organizatorice pe care universitatea le are. Eu, ca student, am realizat lucrarea de licență și v-am trimis-o astăzi, înainte de termenul limită din regulament (01 septembrie) - deși am primit înștiințare de la șefii de serie că lucrările se vor depune în perioada 01-10 septembrie 2014, moment în care are loc înscrierea la examenul de licență. Prin urmare, vă rog să vă realizați responsabilitățile organizatorice și să ridicați referatul și rezumatul ștampilate și semnate (rezumatul neștampilat a fost trimis profesorului coordonator) de la Compartimentul de Informatică Medicală și Biostatistică. Rog de asemenea, trimiterea acestora în format electronic pe această adresa de email (loredana...@gmail.com). Menționez că am primit evaluarea scrisă a lucrării din partea îndrumătorului (https://groups.google.com/d/msg/public-witness/BeuBiYfOGq4/jOdLuG4VkUkJ).
Mai mult, dacă există motive pentru care lucrarea de licență nu ar putea fi predată doar în format electronic, vă rog să le faceți publice și să-mi trimiteți adresa de internet la care au fost făcute publice. Aceeași rugăminte o am și pentru procesul de înscriere la examenul de licență, pentru care nu aveți nici o informație acționabilă pe site-ul oficial http://www.umfcaroldavila.ro/ . De asemenea, vă rog să publicați desfășurarea detaliată a examenului de licență pe site-ul oficial.
Astfel, vă rog să-mi trimiteți formularul ce trebuie completat pentru înscriere (informație primită de la șeful de serie), să-mi spuneți ce taxă trebuie plătită pentru înscriere și numărul de cont în care pot transfera banii și să mă informați despre alte proceduri necesare pentru această înscriere. De asemenea, în regulament (http://www.umfcaroldavila.ro/index.php/licenta/organizarea-concursului-de-licenta/regulamentul-examenului-de-licenta) este menționat un “certificat de competenţă lingvistică într-o limbă de largă circulaţie internaţională care poate fi eliberat de UMF„Carol Davila” București”, necesar pentru înscrierea la examenul de licență. Vă rog să eliberați acest certificat și să trimiteți imaginea scanată pe aceasta adresă de email.
Universitatea are responsabilitatea menținerii transparenței în toate procesele organizatorice și trebuie să ofere condițiile electronice necesare pentru procedurile de înscriere, depunere de acte etc., fără a forța studentul să se prezinte în persoană atunci când acest lucru nu este neapărat necesar. Mai mult, din cauza faptului că Universitatea nu are mijloacele necesare pentru asigurarea transparenței unui proiect precum lucrarea de licență, subsemnata a menținut transparența procesului prin mijloace proprii (accesibile oricui). Dacă Universitatea și reprezentanții acesteia nu doresc respectarea acestor metodelor de asigurare electronică a transparenței și nu oferă alternative, subsemnata, Loredana Cîrstea, nu dorește să dețină o diplomă de licență eliberată de instituția pe care o reprezentați.

This graduation thesis was created under the transparency principle. Due to the fact that the Tutor and Coordinator have decided to stop the transparent collaboration, I cannot personally present a signed and
stamped summary. Moreover, I cannot present the referral, which must be written by the coordinating professor. However, these things enter in the University’s area of responsibility. I, in my capacity as a student, have made the graduation thesis and have sent it today, before the regulation deadline (1st of September) - although I have received the announcement from our series leaders (students who act as an interface for students and professors) that the thesis papers should be submitted between the 1st and the 10th of September 2014, when the registration for the graduation exam will also take place. In conclusion, please fulfill your organizational responsibilities and pick up the signed and stamped summary and referral from the Medical Informatics and Biostatistics Compartment. Moreover, if there are reasons due to which a graduation thesis cannot be submitted only in a digital format, please make them public and send me the Internet address where they were published. I have the same request for the registration process for the graduation exam, for which you do not have any actionable information on your official site http://www.umfcaroldavila.ro/. Please publish the detailed proceedings of the graduation exam on the official site.
Therefore, please send me the form which needs to be filled for registration (information received from the series leader), inform me about the amount of money required for the registration tax and send the account number for transferring the money. Please inform me about other procedures necessary for registration. Also, in the regulations (http://www.umfcaroldavila.ro/index.php/licenta/organizarea-concursului-de-licenta/regulamentul-examenului-de-licenta) there is a mention about a <linguistics competence certificate in a widely used language which can be issued by U.M.F. “Carol Davila” Bucharest>, necessary for registration. Please issue the certificate and send me the scanned image at this email address.
The University has the responsibility of maintaining transparency in all organizational procedures and should offer digital options for registration, document submission etc., without forcing the student to present himself in person when this should not be required. In addition, due to the fact that the University does not have the necessary means for ensuring the transparency of a project such as the graduation thesis, the undersigned has maintained transparency through personal means (accessible to anyone). If the University and its representatives do not wish to respect these methods for digitally ensuring transparency and do not offer alternatives, the undersigned, Loredana Cirstea, does not wish to hold a graduation diploma issued by the institution which you represent.

Pentru aceste trei documente a fost nevoie sa vin personal la sediul Facultății de Medicină (fiind necesară deplasarea spre București și locuirea cu chirie o săptămână, pentru a putea fi prezentă și la examenul scris), doar pentru faptul că nu puneți la dispoziție posibilitatea completării lor electronice (sau a primirii lor prin poștă - nu aveți formularele publice pe siteul oficial) sau a curieratului între departamentele din interiorul Facultății de Medicină (în cazul Referatului).

I have been permitted to register for the written examination of the graduation exam, in the 17th of September 2014. The registration form has remained at the Secretariat without a registration number, even when asked. For these three documents I was forced to come personally to the Faculty of Medicine (it had to come to Bucharest from another city and I have to stay with rent a week until the written examination), just because you do not have the possibility of submitting them electronically (or receiving them through a post office - you do not have them public on the official site) or the possibility of couriering between the departments of the Faculty of Medicine (in what the Referral is concerned).
