Secrets.java migrated to secrets.properties

If you want to run certain live tests, you will now need to maintain a
secrets.properties with API access keys, passwords and other secrets.
There is a secrets.properties.template file that shows what keys are
available. If you used to maintain a Secrets.java previously, you should
copy and paste the values from there.
For your convenience, here is the current template:
vgn.api_base =
navitia.authorization =
vbn.json_api_authorization =
vao.json_api_authorization =
