When is Product.ON_DEMAND used instead of Product.BUS?

I noticed that all instances in the AbstractEfaProvider, where Product.ON_DEMAND should be used, for example if it's an "Anrufsammeltaxi", Prodcut.BUS is used instead. Is this beacause of a specific design choice or is it wrong?
