alter server's properties in ntp.conf while ntpd is running

i am wondering how is it possible to change a configuration in ntp.conf while ntpd is running.

for instance i need to change these lines:

before 

server 127.127.20.0 prefer

fudge   127.127.20.0 stratum 10

after 

server 127.127.20.0 

fudge   127.127.20.0 stratum 4

This mailing list is for Google's Public NTP service, you should ask ntpd related questions on the ntpd mailing lists: https://lists.ntp.org/listinfo. I believe you need the "questions" list. Hope this helps!
