POLICY FOR RESERVATION OF SEATS/BERTHS IN RAILWAY
I have not seen any transparent policy of Indian Railway on Reservations. A large number of seats are reserved for VIPs and another lion’s share is reserved for Booking under tatkaal for earning premium (Black). Further the reservation quota for starting point and remote locations are reserved while the small stations falling in the rout have a very small quota. I think Railway lacks a people oriented policy for reservation. Railway must adopt a transparent and people oriented policy for reservations of seats and berths so that people from small towns may get reservation confirmations well in time. Railway should remember that 70% India lives in villages and another 10% in small towns.
Reservations for VIPs and tatkaal should be curtailed to 5% capacity of a train. The small town stations should be allotted a quota equal to average of arrivals and departures (boarding) from the stations during the preceding year plus 10% so that the inhabitants of the area may get sure and confirmed reservations before commencement of their journey. The proportionate reductions be made in reservation quotas of the stations at big towns. This will facilitate the pleasant journey to all the citizens.
