ECS is autodetected (by IP address) and if your name servers were getting queries before and did not support ECS, it may take some time for Google's resolvers to discover that this is now supported. If you can enable alternate IP addresses for these servers, you may get much faster uptake on ECS being sent.

It is also possible that you are still not fully implementing ECS, there are many subtleties and is is extremely common for custom implementations to not handle IPv6 addresses in queries sent via IPv4, and many other similar things.

Please look at the Guidelines for Deploying ECS that I posted to this forum earlier and make sure that your ECS-enabled name servers have good network connectivity to our resolver IP address ranges listed at https://developers.google.com/speed/public-dns/faq#locations.

Note also that if you send DNS queries to 8.8.8.8 with ECS, your ECS data may be discarded (and only the client IP will be used to forward to your authoritative name servers in ECS data). If you want to test responses for particular client IP ranges, you can use the web GUI or API at dns.google.com, see https://developers.google.com/speed/public-dns/docs/dns-over-https.
