What causes this? Is it caused by Google, or my ISP, or what? Can I
fix it myself or must they fix it?

C:\>nslookup
Default Server: UnKnown
Address: 192.168.0.1

> server 8.8.8.8
Default Server: google-public-dns-a.google.com
Address: 8.8.8.8

> www.google.com
Server: google-public-dns-a.google.com
Address: 8.8.8.8

*** google-public-dns-a.google.com can't find www.google.com: Query
refused

Sorry to hear that. Where are you? (Some problems are location-specific.)

What do the commands at:
report? For Windows, that would be:

tracert -d 8.8.8.8
nslookup -debug www.google.com 8.8.8.8

I am in Indonesia. It is working now, so I'm not sure if those
commands will be helpful, but if so let me know and I'll run them.
Can you confirm that there was an issue?
Is there a web site that shows the status of the Google Public DNS
service? (like a "heartbeat" web site that you sometimes see)

What causes this?  Is it caused by Google, or my ISP, or what?
