Hi, may I use these new dns numbers  8-8-8-8  and 8-8-4-4   at my mobile phone?  its samsung omnia pro  ( b7320)  which is known as jack in USA?

It really depends on the phone and the specific settings.  If you have a network options setting, you might be able to manually set the DNS, but sometimes manually setting DNS also required you to manually set the IP and more.

I would suggest referring to your product documentation.
