Can I use Google public DNS as main DNS on dedicated server / VPS?

As long as your server has access to 8.8.8.8, I don't see why you cannot.

Also, as mentioned here:
we look at "the client IPs using the most bandwidth ... each server imposes per-client-IP QPS and average bandwidth limits.... If queries from a specific source IP address exceed the maximum QPS, or exceed the average bandwidth or amplification limit consistently (the occasional large response will pass), we return (small) error responses or no response at all."

This is probably true of an DNS service you might use.

Yes you can. If your VPS is running Debian based Linux distribution,
just add lines
nameserver 8.8.8.8
nameserver 8.8.4.4
to your /etc/resolv.conf

My research project needs to make 2-3 million full DNS requests every
day.
Can I use Google DNS for this purposes?

Google DNS work faster than my hoster's DNS servers.

That's probably too many; you'll likely get blocked. I think you need
to find some other DNS service.
