I'm having problems loading public pages on a site that changed servers a few days ago and it has been suggested that the problem is with the ATT dns cache and that I should try using the google public dns. However it appears that the router won't let me edit the DNS information, unless I'm just not able to see how to do it.  Or maybe there is a way around what the router will let me edit.  So far ATT hasn't been any help.

Any suggestions?

You may have an AT&T Uverse router; there are two types, but they both have the same problems—the timeout for DNS responses is too short—and this is made even worse because you can't change the DNS server that they use.

http://www.ron-berman.com/how-to-change-dns-settings-to-fix-nvg510-issues/ is a page that details the possible workarounds for this problem.
