Dynamic IP is not the problem.

This is the problem. If you (have to) use a proxy, this proxy queries
its DNS for resolving the IP adresses of the websites you want to
view. So if you switch to Google DNS, your webbrowser will query this
DNS only once for the address of the proxy. But all subsequent
requests are made by the proxy's DNS - which you can't change.

If your connection also works without the proxy (i.e. the proxy is
optional), than you can use Google's DNS of course.

settings of your network card (using e.g. the control panel). Please
