i called up my isp and after 2 hours of troubleshooting we changed my dns from google back to their default and everything worked perfectly.
i know Gigabyte got hacked a while back but i really needed to update my BIOS on my motherboard for the windows 11 upgrade

Query: www.Gigabyte.com - Google Public DNS doesn't show any issues? Perhaps a locale issue?
