How does google public DNS work in geoDNS world?

To route the request to regional system which is with regional
content(most relevant to user), there is a way of using geoDNS,
responding with different dns records according to geolocation of
requester DNS.
Can google public DNS also serve this kind of mechanism as part of
global load-balancing strategy?

Yes, it can.

First of all, Google Public DNS has Point-Of-Presence all over the world. You can check the list from here, https://developers.google.com/speed/public-dns/faq

Second, Google Public DNS supports edns-client-subnet. This is a recently added feature to DNS protocol that gives a hint about the user's location to authoritative nameservers.
