DNS issue ipv6

ive been running "diagnostic procedure"
ipv4 are working great.

but in ipv6 command:

"tracert -d 2001:4860:4860::8888".

 recived an error:

"Tracing route to 2001:4860:4860::8888 over a maximum of 30 hops

 1 Transmit error: code 1231.

Trace complete."

i was trying to connect to vpn but still nothing.

This is an unreachable network error from what I am Googling.  Sounds like your IPV6 is not turned on.  My tracert is (Comcast ISP):

ok i dont really know or understand what to do after wasting 2 weeks on looking for creating website on my own computer

i got computer that connected "tp-link router" that router connected to a another "ISP modem/router".
why?? i did that because the "ISP modem/router" doesn't have option for changing dns server, weird i know...
i called my isp and ask question if they blocked ports or ipv6, the answer was no we dont have ipv6.
i told the ISP to "disable the wifi" and to "activate bridge mode" and turn it to modem only and give me static ip
now my router external ip address same as my public ip i checked in https://www.whatismyip.com/ website.
filled static ip in ipv4

192.168.x.xxx
255.255.255.0
192.168.1.1

added google public dns

8.8.8.8
8.8.4.4

didn't fill the ipv6 because they told me i dont have one.
port forwarded ports
80,443,21
as i seen on control panel of XAMPP software.
disabled the firewall
checking maybe theres other open 80 or 443 ports
cmd: netstat -anb
only chrome.exe as i know thats normal each browser should have it
i checked with "ZENMAP" my ports
public ip:149.88.xx.xxx  80 open
gateway ip :192.168.1.1 80 open
ipv4 : 192.168.1.104 was closed ...
i checked with other computer the same ports and the ip ports was opened on them
i dont know how it can be but ok.

Port 80 is closed on 149.88.xx.xxx
so i stuck i heard about tunnel broker 
registered to the website 
trying to "create regular tunnel" but recived another error
IP is not in a valid format
didnt fined answer for that in any place
called the ISP again they told me thats your router we got nothing to do with it. 
what to do?
