Public Administration has been carved out of mother discipline Political science. In the past it has been linked, delinked and relinked to its mother discipline during its course of evolution. Currently as per Nicolas Henery, PA has developed a separate identity which is concerned with policy formulation and policy implementation for securing public good. 

PA is described as an activity , for , of and by the public. This is so because it deals with concerns of the public (like financial inclusion, climate change, poverty etc) , is accountable to the public (through elections, referendum, recall etc) and implementation is done out of public funds only. Thus, ultimately, policy formulation is concerned only with people's welfare only.

However, apart from this, PA has also borrowed techniques, methods, tools etc from management science (like POSDCoRB, POCCC by Fayol). But this too are operationalized under the public setting and with the purpose of securing stability of the state by providing good governance to the people.

Thus, overall, PA is a problem of political science but it owes its identity to other discipline such as management science, social science , psychology (eg motivation and morale) etc as well. Nonetheless, it has developed as an independent discipline interlinked to other disciplines.

Political approach considers  the public Administration as the integral part of the political process , which indicates towards the political nature of it. (Supported by Wallace). This approach argued that any participation in  formulation  of public policy , means involvement  in politics and  rejects traditional dichotomy between politics and administrator.

Public bureaucracy plays very important role in public policy formulation , which is considered as the political act. Paul Appleby through its “Policy and Administration ”  emphasised on the political involvement of the administrator.  So, Public administration is coming in the problem part of the  political theory.

Other side the origin of the Public administration out of the political Science shows carrying inheritant  problems of its parent political theory. It shows more of inclination towards the theoretical aspect in dealing with the issues and less focus on the practical reality.

With time , the emergence of the New Public Administration  turned the public administration towards practical reality , not only for  management issues but also for social issues. For example Social crisis after world wars were dealt by administrators .

With the Comparative tool  public Administration almost became independent from the problems of the political theory moved towards borrowing and lending concept. For example ,  tools like POSDCoRB  of  Fayol came in Indian Administration in the form of RTI taken from UK , which reduced the theoretical problems of the Political theory and gave practical solution to the public Administration.

ARC’s recommendation for principle of the subsidiarity and delegation also supports practical approach in Public administration, which makes it free from being is ultimately problem of political theory.

For eg,  PA is integral part of political process. as per political approach. 

NPA point - Good interlinking . But NPA can be written only in 1 line - that it imported values and change in PA. Example can be improved. Current Indian example is preferred.

I could not understand Fayol point properly please elaborate. 

Otherwise good attempt. Avoid writing theoretical and practical again and again. Looks repetitive
