Weberian Legal Rational bureaucracy belongs to classical era where structures and functions are given overemphasis than human beings.
Critique of Bureaucracy in modern democratic system

1. Rule orientation of Bureaucracy transforms bureaucracy from an instrument to institution whereby public interest takes a back seat. Eg (Budget maximizers as per Public Choice approach)
2. Features like written Records , hierarchy etc results in alienation of bureaucracy from self limiting them to official work and making them insensitive, unresponsive to the larger public interest.
3. Weber projected a dehumanized org wherein human beings are reduced to the logic of machines and have no mind to apply while implementing policies. Here, absence of discretion makes it a toothless tiger.
4. Weber has given little regard to interpersonal competence , motivation of individuals, morale as a whole, communication . This makes bureaucracy a top down approach with no participation from people thereby compromising its democratic nature.
5. Hierarchy goes against the principle of equality which lies at the heart of democracy.
6 Over emphasis on Technical efficiency subverts social and psychological efficiency of the public wherein economy alone cannot secure happiness. Eg Despite high growth India faced joblessness,
In Weber's support, Weber never favoured an inward looking institutional bureaucracy. Instead he argued for democratic institutions as a means to secure accountability on the part of Bureaucracy so that public character of bureaucracy could be maintained well.
