District collector is the kingpin of Indian District Administration.He has dual roles discussed below,
Representative of the state
1. 2nd ARC says, HE represents cutting edge level administration of state government.
2. HE monthly report of district to the chief secretary.
3. HE acts as line agency for program and policy implmentation of state.
4. Performs state governments regulaory functions such as law and order, food and civil supply, census duties, election duties, crisis management etc.
Collector is responsible for constituional values such as justice, liberty equity, equality etc there by being the catalyst of public welfare and interest.
1. HE acts as staff agency to local government such as in KERELA model.
2. Undertakes development initiatives by self such as Dantewada cashlass village initiative by Collector or COLIS initative by kohlapur collector
3. Create enabling environment for rural entreprenuership, community enterprises, MSME etc.
4. One stop effective grievance redressal e.g. Haat based grievance redessal in Dantewada district by Gulshan Bamra (ex. D.C)
5. Grass root level public centric initiatives by securing equity such as acting as distress centre for women and children in crisis, securing tribal rights and ensuring effective governance.
Thus, collector is the lynchpin of indian administration.
