As per Article 154 The governor is the constitutinal head of the state. HE is the link between the union and the state government. 

Puncchi commission has said that governor is becoming more and more involved in active politics which is antithetical to federal spirit of the nation.

How Governor has become Active diplomat ?

1. Rampant misue of Article 356 at the behest of Union government. 

2. Abuse of Article 200 regarding reservation of bill for approval of the president as per his own discretion

3. Article 164 - partisan way by flouting the tenets set as guidelines by S.R.Bommai judgment 

4. Removal of governor on change of government at union level e.g. removal of shiel dixit once 

5. Tool of vendetta politics

7. Parking space for retired bureaucrats , worn out politicians, retired judges . e.g shivrajsingh patil, Sm Krishna , Sathasivam
