Even though different in time and spatial contexts, Weberian model of bureaucracy and Kautilyas's Arthashsastra had remarkable similarities in basic philosophies. 

1. Alike, Weberian bureaucracy , Kautilyan Ad. too advocated for codified rules in order to ensure rationality and predictability into the system.

2. Both the thinkers have emphasized upon ethical conduct of administration (such as Integrity) which was key to its operational and structural efficiency.

3. Moreover, Meritocracy has been given due importance over nepotism, favoritism and formalism.

4 Inter alia, a well laid down hierarchy, and seamless command structure has been common to both systems.

However, despite similarities some differences were conspicuous too. While Weberian bureaucracy was based upon legitimacy of authority , Mauryan Ad. was premised upon coercive authority which was despotic in nature. Also, Bureaucracy model was only descriptive in nature whereas kautilyan principles were normative and descriptive both. Ironically, Kautilya had even discussed about kutil niti (deviant means) where deviant means can be employed for securing public interest while no such ideas were seen in Weberian model.

Thus, both the models had similar and dissimilar features but core idea of securing an efficient Ad. was the central to both.
