The woodraw wilson's seminal essay sought to provide an identity to an age old activity of Public administration as a discipline. It enlisted some important dimensions.

1. Science of Administration - Wilson argued that administrative study is a science which has a well defined boody of knowledge and a systematic way of learning.

2. Politics -Administration dichotomy - Wilson said, that administration has to be removed from the hurry and strife of politics. It is based upon factual premise more than the value premise on which the politics is based.

3. Administration unbusiness like - in order to inculcate efficiency into government, sound business principles and best managerial practices (such as Total quality management) should be replicated in admnistration  

4. Comparative Administration - To wilson, administration should be analysed in comparative context so that the best practices of other administration could be copied to improve self governance. In this he compared british administration with American administration to highlight the strengths and weaknesses of his own administration.

In short, wilson article laid the foundation of public administration as a discipline which lately was evolved in theories like rigg's CPA, NPM, Scieintific management etc.
