Public policy is authoritative decisional output of government's politico administrative system.

As per group theory policy making is a sea saw model wherein there is political struggle to draw maximum possible benefits for their respective groups. For e.g. industrial lobbies, social lobies such as farmers, labours etc seek to maximize their benefits through political pulls and pressures.
In Prismatic society like India, there is polyfunctionalism, overlapping and heterogeneity which leads to CLECT formation. Such clects are based upon primordial values such as religion, region, caste, linguistic groups etc. These CLECTS tries to bargain with the the policy maker politically to maximize their share in outcomes for e.g. budgetary allocation or reservation policyc being challenged by JATS
In differacted society too there is intense lobbying among multiple stakeholders who involve themselves with the politics of the country whereby they can have favourable policies.
Lastly, international policies such as Paris Climate deal, Sendai framework for disaster management, Sustainable development goals etc too a process of intense political give and take .
Thus, policy maing is an outcome of politics.
