As per Weidner, development administration is goal and action oriented administrative system which seks to being socio economic transformation of the society. DA grew as a sub discipline under CPA whose meaning and outlook has continued to evolve over the period of time especially in context of developing country like India.

Initially the DA was linked to modernization theory which has given due importance to development of physical capital in the form of infrastructures such as roads, railways, highways etc. The surplus generated through promotion of trade by these infrastructural means was expected to trickle down gradually to the society. This in turn would bring human development and generation of social capital. The model though started with noble intentions failed miserably as poverty and unemployment increased drastically impacting inequality levels negatively. 

The failure of Modernization theory , follows basic need approach which puts attainment of basic human needs as primary motive of government which would in turn build human capital and this social capital would end up bribing overall development of the society. However, it too sufferred from lop sided view of over emphasis on human being which finally resulted in high fiscal deicit and  crisis of legitimacy.

Reinventing Government through NPM techniques like efficiency, catalytic government, rolling back of state, professionalism, economy, import of market practices in government etc projected a market model of development which failed due to its customer orientation and profit mindset as it failed to cater to the needs of weak and downtrodden.

The Amartaya sen and Rober Chmaber then propounded Entitlement model wherein the right based approach to empower weakest of the weak was advocated , ideas like theory of reversals , putting the last in front etc emphasized upon a more proactive and people centric governance . Many schemes such as Right to food, education etc are extension of this idea only.

Lastly, Current model of development is trust building model which supports participation, collaboration and cooperation in effective utilization of the resources of the society.It argues for multi actor pardigm involving state, market and people for socio economic transformation of the society.

Thus, DA has evolved itself over the period of time.
