Public policy(PP) is a complex process of authoritative allocation of values of who gets what. The group model of PP says that public policy originates from established government institutions wherein several groups with in the government and outside it try influence the policy making process. 

Within the government , several groups like various ministries, departments, autonomous organizations , state governments etc try negotiate,bargain, resolve conflicts, overcome limitations, build consensus . For example, the recent GST bill involved deliberations among several states and ministries to come out at a common revenue neutral rate and develop consensus over its implementation. 

In this multi actor approach, government plays the role of arbitrator where in it analyses, evaluate and calculates the claims of different groups and comes out with a policy which conforms to pareto optimality i.e. maximization of benefits could be secured. 

Thus, PP is nothing but outcome of struggle within the government.
