Unnecessary concretisation of the tar roads

I stay off Baner-Pashan link road and realised that they are planning to make ‘upgrade’ (!) this road to a concrete road. The current road was done probably only 2-3 years ago and is in perfectly good condition. This to me appears to be a waste of tax payers money.

What are the way now to complain about this or get further information about what is the rational for doing this concrete road?
