enfuse doesn't create HDR format, it reduces dynamic range in order to
be viewed on a normal monitor.

You have three ways to go:
1. use an external program to merge to HDR, save in an HDR format (.hdr,
.exr, .tif with 32bit float). Then load into PTGui and stitch. 2. you
load all your images in PTGui, enable HDR stitching and True HDR (not
exposure fusion) on Exposure / HDR tab.
In both cases you can choose the HDR output format on Create Panorama tab.
3. You stitch any exposure step to an individual panorama using the
first one as template for the others (without optimizing again). This
way you get an exposure bracketed seriesn of the whole panorama. Then
merge to HDR in an external program.
