This configures whether exposure and vignetting optimization is done as
part of Align Images
> 2. Exposure / HDR
> Settings -> Optimize brightness (disabled)
> Settings -> Optimize white balance (disabled)
This will adjust the 'Exp Offset' in the Image Parameters tab.
> 3. Panorama Editor
> Blending -> Exposure compensation (off)
This will adjust exposure of images based on the EXIF exposure data.

Also see the popup help text of these settings, there's some more
information there.
Make sure the 'Exp Offset' column in Image Parameters is set to zero for
all images. And Exposure Compensation is off. Then PTGui will not adjust
the exposure of your images.
The blender will still make adjustments to the images though. Try
setting Panorama Editor -> Blending -> Blender: Don't Blend to see if
that's causing the confusion perhaps.
