Stitching together "2D" photos from a game?

Hello, I'm not sure if this is the right place but someone on Reddit referred me here.

I'm in way over my head here and don't know anything about graphic arts, however I'm trying to do something which I think should be "fairly simple" using "AI" of some kind. I have a coding background but no idea where to start, and some of the tutorials I have been working off that pointed me to use Hugin have turned out disastrous. 

Anyway, I play a city builder called Banished which is a mostly 2D map, however it tilts a bit as you pan around. I'm unable to take one big picture of the entire map, so I took 20 pictures that have quite a bit of overlap. 

My intent is to "stitch" them together into one image. I'm not even sure if that is the right word?

If you want an idea of what the images look like I have them on both Imgur and Google Drive, with the links below. I also took some extra images that center over the main parts of the city to eliminate tilt, but I'm not sure if that complicates things. I could also go back and take different images if it makes this task easier.

Is there a way to use PTGui for what I'm trying to do? If not is there a better solution out there?

bp,  I'm afraid PTGui is unable to handle your images owing to the large parallax issues between shots of mountainous terrain from varying viewpoints.  It's possible to handle shots of flat subjects - like large murals or flat landscapes or indeed a flat map - by pretending they were taken using a very long focal length but those techniques are inappropriate here.  I cannot advise on alternative products that may use 3D modelling techniques.

Might be something Reality Capture could handle - it will try to create a 3D plane and texture it with the images.  Afterwards, create an orto projection:

I have no personal experience, but from what I read OpenDroneMap or
similar might do that.

Dude that is incredible! What is the product and what is the learning curve? I could zoom in and take more close shots, or more shots in general to remove some of the black spots, but that is exactly what I wanted more or less!
