This is one of those questions that the response can be "it depends".
Here are some things this semi-newbie takes into account that incline
me to increase the overlap:
* If I'm hand-holding or using a monopod (reduce chance of ending up
with a gap)
* leaning the camera up or down quite a bit (over about 25
degrees) ... maybe this doesn't or shouldn't matter
* for multi-rows, I'm inclined to use ~50% overlap vertically. This
may not help PTGui, but I find it helps in situtations where I need to
manually add CP's
* when you can tell that distinct CP's are going to be sparse, plan
the adjacent images to help PTGui find CP's, even if this makes for a
lot of overlap
* difficult stitching situations, such as overhead powerlines with sky
background when good CP's are sparse
