I've no idea about Dispatch, but PsychoPy standalone comes with the the
openpyxl package which works well for reading/writing. The problem
you're having below is that the win32com package seems to be trying to
write to its own directory, but because that's in program files you
don't have permission. You could try relaxing the permissions on the
entire PsychoPy2 folder and sub-directories.
