setup.py location

Hi guys,
I noticed you have put setup.py in psutil directory instead of root.
Is there a reason for that?

I decided to move this up to the root so the install of the module can work properly, checked that in along with a change to __init__.py so we don't end up having psutil.psutil instead of just "import psutil"
