PATH is seeking a Monitoring and Evaluation Officer to support routine monitoring, reporting, and evaluation activities for a diverse portfolio of DOTS implementation and TB/HIV activities in Tanzania. S/he will support monitoring and evaluation activities at national, regional/zonal and district level, working with technical officers to collect, analyze, and report high quality indicators related to program implementation and results to key stakeholders, including USAID, the National TB and Leprosy Program, and key internal and external audiences, such as PATH’s Global TB Team and our global partners. The position will report to the TB/HIV Project Deputy Director.

 

Specific responsibilities include:

 

·         Develop and implement monitoring and evaluation plan for all activities undertaken by the TB Team, as well as specific M&E plans for targeted efforts requiring more intensive data collection and analysis, such as scale up of new service delivery models. This includes development of objectives, indicators, data quality assurance strategies, and data analysis and reporting.

·         Support evaluation research activities for specific TB and TB/HIV activities that require rigorous assessment of outcomes and impact. This includes developing and implementing research plans to collect and analyze data needed to measure outcomes and estimate impact.

·         Review key project outputs and outcomes on a quarterly, semiannual, and annual basis and collaborate with technical officers to provide feedback to staff based on analysis of key indicators.

·         Train staff on M&E skills, including development of M&E plans, use of data collection tools, data analysis and reporting, quality assurance activities, and evaluation strategies.

·         Ensure timely flow and transmission of data and summary reports from districts and regions/zones to central level and compile report and transmit to donor and PATH Headquarters.

 

Required Skills

·         Expertise in setting up and supervising routine project monitoring processes, including data quality assurance activities.

·         Proven ability to collect and analyze key output and outcome data using Excel (SPSS a plus).

·         Ability to work collaboratively across disciplines and support diverse team members in completing tasks.

·         Ability to supervise evaluation research, familiarity with quantitative and qualitative research methods and experience developing study designs is key.

·         Strong understanding of USAID reporting requirements.

·         Strong writing skills in English.

·         Well-organized and detail oriented with good follow-through.

·         Experience in providing training and mentorship to team members.

Required Experience

Master’s degree in public health or social sciences plus a minimum of five years experience in monitoring and evaluation research experience related to a public health program.
