USB_REQ_SET_CONFIGURATION: Input/output error

Hi All,

I'm attempting to use this API to pair two Playstation Navigation controllers to a Windows 10 computer in the hopes they can be used as input for a custom VR setup but I'm running into the title's error when I run "psmove pair-nav." I could not find any reference to this error when searching this group.

I've attached a screenshot of the error that is blocking me. 

I am on windows 10. Also tested on 11 to the same result. Tested the pre-built binary as well as compiled my own. I plug in my ps navigation controller via usb, with a viable bluetooth reciever available on the system before running the command.

Any help is appreciated. I think this tool is very cool.
