PSM now requires WildFly 11 or greater

Hi everyone,

As we develop the Provider Screening Module, it is important to keep up-to-date on our dependencies. To that end, the PSM should now be deployed on WildFly version 11.0.0.Final or greater. It may continue to work on WildFly 10, but that is no longer a supported version. (See also issue #520 describing this goal, and pull request #975 implementing it.)

If you are working with the PSM and are using WildFly 10 or 10.1, please download a newer version from the WildFly website and use that instead.

WildFly has recently released versions 12 and 13, and we intend to move to 13 shortly; we are tracking that work in PSM issue #976.
