Makes sense to me, Judy. I suspect this is just using the same menu bar as the "Enrollments" tab, where "Action" is more appropriate (for things like Review, Edit, etc). I opened issue #539.
As usual, can I share this with the public list?

Thinking out loud… Just noticed this – can the menu bar on the service admin dashboard say “Status” instead of “Action.” To me Action implies edit, review, export, and print. Whereas pending, draft, pending make me think of status.
