Time reported vs time of transmission

I notice that all the reported spots on the map include a GMT time to the nearest second. How does this relate to the time of the spotted transmission?
Is it the reported time that a FT8 transmission began, or the local time when the transmission was decoded? 
I'm looking at a DX station and trying to determine whether he is transmitting at even 00/30 or at odd 15/45 by looking at his PSK Reporter spots. I'm not sure whether it helps any.

Ah - that is a key question!

Unfortunately, some software reports the decode time and some reports the start of transmission. I'm pretty certain that wsjt-x reports the decode time.
