مشکل با سایفون 3 (problem with psiphon 3)

Hi

I have the latest version of psiphon3 last month it worked normally, but recently it didn't work just on my pc.
(I have this problem after installing new windows!)
Psiphon after connection and before show the green arrow, reply this error and stop connection:

SSH+ (SSH) successfully connected
Failed to start the HTTP proxy (591.0)
SSH+ (SSH) disconnected

The same software is working properly on other pcs.

(by the way I dont use the TopLang Internet Lock software.)
