PSINet and Net-Abuse

Net-abuse has increasingly become a high priority for PSINet.
We feel strongly that cancel-bots and warning messages will
help protect the Internet community from unnecessary abuse by
our customers. We will proactively use cancel-bots and warning
messages in the following situations; when a PSINet customer
spams a newsgroup, when a PSINet customer forges electronic
mail, and any other evidence of net-abuse as defined by the
Internet as a whole.

Our present procedure deals with each net-abuse case on an
individual basis with the abuser. Our policy is to issue two
warning messages to the abuser about the inappropriate postings;
if a third message has to be sent, the account is disabled.

PSINet is now implementing a system in which cancel-bots will be
issued if net-abuse if found. This will help insure that netiquette
will not be violated. PSINet will also continue to send email messages
to the abusers with a warning that this behavior will not be
tolerated by PSINet or the Internet community.

PSINet considers net-abuse an action the undermines the ability
of a newsgroup to serve as a discussion forum.
