Psi Probe Github back up and running

We recently encountered some problems with oracle jdbc driver in our build process resulting in an outage for the community to build psi-probe.  After some refactoring, the ojdbc logic has been extracted to a separate repo to isolate the community from Oracle License considerations as we don't actually provide the drivers as an end product.  This module is officialy called psi-probe-ojdbc and has been released under version 3.0.0 to match intended version of psi probe.  Our travis builds are now back to green.
