Deploy a war file fails in probe

When using probe to deploy a war file. The only way I have been able to get this to work is deploying the war file twice. Each time it show an error message but it does apply the second try.

First time the message is  "Context / is already in use"

Second time the message is "/ was not install"

Yet when I check the website is running
