Yes, PSI is actively maintained.  That means it gets bug fixes applied whenever found, you can see those trickling in the repo if you look at the commits.

And while new development is currently dormant there are still plans on adding new features.  There are even a few branches around with some new functionality which still need to make it to trunk.  I can't make any time promises on this, but things tend to speed up with interest.

So in short, the core of PSI which is released now is a stable maintained codebase which you can rely on.

PS: It is probably about time to do a new bugfix release actually, I think there are a few fixes in the repo which are not in the latest release.
