Regarding the disparity of results between proxy testing tools, each software uses it's own
methods and servers for testing the proxies. To get similar results, you'd have to match the
settings as close as possible between the apps.

As you can see from the table, the closest match in proxy testing methods is EPS and Charon.

You will see similar results, if you match the settings. Like the server where the judge is hosted,
timeouts and max connections.

So in a nutshell, host EPS's judge and the Goblins judge on the same server. Set the Goblin's
connect timeout to the same value as in EPS and set EPS's max connections value to the
same as the Goblin.
