tag description and adding new tag

1-I have connected a new level transmitter (one side connection -
pressure type) to the marshalling cabinets of PROVOX DCS System and I
connected it to the MUX cabinet (file 1,slot 6 (SE),channel 6) and I
need to declare this transmiiter in my ENVOX database with a tag name
LI-2608A , could you advice me the detailed steps for doing this?

2-I have made an interface panels (bar types) in the WPCON(operator
station) for level transmitters that are already declared in the ENVOX
database by copying the interface panel of a temperature indictor and
changing the dynamic properties of it to tag name LI-2615A ,...etc
and it works but the tag decription did not appear and by reviewing
the tag parameters in the ENVOX databse I found that the description
field is empty so I fill it with the tag description and confirm with
apply and after finishing all tags descriptions,I downloaded the MUX
again and I downloaded the WPCON agian and make a database update from
the WPCON station but the tags descriptions still not not appear ,
can you tell me where is the problem and how can I fix it?
and could you tell me the detailed steps for making a new interface
panel (bar type) and a new graphic?
