[Prototype-core] Performance of 1.7rc1

Hey,
great work with protype 1.7. Now the Element.getWith/getHeight works
better. I have an notice for you:
In IE6, the performance is very bad in comparison to prototype 1.6.
But only in IE6, in all other browsers, it runs quickly.

I've extracted some code from 1.7 to generate the correctly width of
Elements and overwrote the getWidth of 1.6.
