What's the process for onboarding new maintainers/reviewers ?

As there are currently no active c# maintainers, is there a process for onboarding new volunteer maintainers?

Same can be said about dart having PRs dating 6 years ago

I started some work on dart but then the author told there is no current team reviewing dart PRs which is kind of upsetting.

Thanks for your interest in helping out with protobuf!

For dart, the maintenance story is an open topic internally and we have not yet decided the level of support it will receive.

For C#,  we are still actively maintaining the codebase but we are being very conservative in changes we accept to keep down the maintenance burden. 

Unfortunately for both of these, we are not open to maintainers that aren't Google employees at this time.
